TeamCity 7 and and VisualSVN issue

I am running into an issue where TeamCity 7 will not connect to a VisualSVN server. I get the following when clicking Test.

 

Test connection failed in XXXX. svn: E175002: OPTIONS request failed on '/svn/XXXX'

 

The full stack trace is below, but it would appear to be an issue with SvnKit not being able to negotiate an SSL connection. I can confirm that going to the same URL in a browser results in a regular SSL connection. The cert on the VisualSVN side is a self-signed certificate. VisualSVN reports it is using SVN 1.7.

 

When I try to run a build against it, I get this stack trace:
