"Build->Make" always compiles my project - no matter if I made changes to the source code or not. Should I file a ticket in YouTrack?

You are right, this functionality is not implemented yet in Astella. Please create a request to track progress.
I checked again in Astella 112.21, but the problem is not fixed. As long as http://youtrack.jetbrains.net/issue/AS-204 and http://youtrack.jetbrains.net/issue/AS-248 are not fixed/implemented, Astella is too unproductive for me - I will stick with IDEA 11 EAP for now.
