Teamcity upgrade from 5.1.2 to 7.1.2 fails

I am attempting to upgrade between the aformentioned versions.

 

I installed teamcity 7.1.2 then restored my postgresql backup and the teamcity data directory and when i started the server I got the following error.

[2013-02-05 09:51:28,423]   INFO -  jetbrains.buildServer.STARTUP - Current stage: Checking the database

[2013-02-05 09:51:28,676]   INFO -  jetbrains.buildServer.STARTUP - Schema contains 88 tables.

[2013-02-05 09:51:28,692]   INFO -  jetbrains.buildServer.STARTUP - Database version is 378

[2013-02-05 09:51:28,693]  ERROR -  jetbrains.buildServer.STARTUP - Could not determine configuraton version.

[2013-02-05 09:51:28,694]   INFO -  jetbrains.buildServer.STARTUP - Current stage: TeamCity server startup error

Any tips would be awesome.
