missing an assembly reference

I am new to TeamCity, saw a demo at KCDC of TeamCity/Octopus.

The first project we added is an ASP.NET MVC that is building without issue, source is managed in TFS.

The second project is a Entity project, also in TFS. The build is failing from a missing reference to the EntityFramework. The reference is using NuGet as source and I can see that the package folder is on build server work folder after checkout from TFS. Just for grins I added a VS copy on the build server and fixed missing reference issue and project builds without issue. Next build (after new checkout from TFS) fails.

The first MVC project has many Nuget references that are working fine.

Not sure where to go from here. Thanks for any help you can lend!
